Initial googling says that Shikoba means “feather” in Choctaw, which would mean OP isn’t even on the right damn continent.

(When I look at Choctaw-English dictionaries, though, shikoba doesn’t show up at all; the word for feather seems to be “híshi.” “Shikobli” is a verb meaning “to put on a plume” so maybe there’s some conjugation or gerund going on here? I’d welcome any corrections from actual Choctaw speakers.)

Well, it’s less for foreign exchange students and more for students of low income and poorly educated backgrounds.  You’re still correct though.  I’ve written before about the awfulness of affirmative action.

The notion that we conservatives believe that non-whites can only succeed in college through affirmative action is wrong.

We think that anyone, regardless of race and gender can succeed in their university studies if they have the skills that are needed for it. The problem is that with Western progressives actively trying to push system of affirmative action in Western universities is making it hard to know who’s really an outstanding student, or who’s the one getting the extra help.

First affirmative action was about getting minorities in, now it’s about deliberately lowering the standards for minorities so that they can graduate. That’s an incredibly racist thing to do because it implies minorities need that help because otherwise they couldn’t graduate. Simply put, they think minorities are less intelligent but need a title anyways. That’s America’s progressives for you.
